SEND MIDI NOTE OFF
SEND MIDI NOTE OFF sends a Note Off command to the Midi Out port.

ARGUMENTS:
* Midi Out = a Midi Out number between 1 and 256.
* Channel = The Midi channel
* Note = The Midi note
* Velocity = The velocity
optional:
* Note On Flag = If set to 1, the command sends an additional Note On event with a velocity of 0 (needed for some old Midi Devices)
